Despite the Xeno series commonly portraying religious figures as corrupt and evil, Julius seems to be an exception.
He was working to establish peace between the Immigrant Fleet and the Galaxy Federation. According to the Episode III database entry for "Anti-Patriarch Faction", many people took a negative opinion of the policies of Julius XVIII. In the latter half of the T.C. 4600s, Julius XVIII proposed that planet Abraxas, which was in possession of the Zohar, should be split with the Galaxy Federation and governed by both entities. However, at the time, the Immigrant Fleet and Galaxy Federation were waging a continued internal power struggle over the Zohar, and not many agreed with Julius's decision to press forward with his policy of appeasement.
He is killed near the end of Pied Piper's second chapter by Voyager. Julius is succeeded by Sergius XIV. Both Voyager and Sergius conspired to assassinate the current pope so that Sergius could gain power.
