Led by Commander Margulis, to be worked in conjunction with Plan 31. It was carried out by the U-TIC Organization to try and strip the Second Miltian Government of their rights, attempting to get a hold of MOMO and the Y data inside of her. There was no use from the U-TIC Organization's own fleet, but instead used Federation fleet through government manipulation.

The Gedalya Region 422nd Fleet mobilized in response to the doctored video released of the Durandal committing treason by attacking the Woglinde, the Kukai Foundation and the Miltian government, when the Durandal was in face returning fire against the 474th Spec Ops Fleet.
